SNOWMOBILE PERMIT APPEAL

We appealed the Forest Service decision to allow an outfitter/guide snowmobile permit on the Mirror Lake Highway, Mirror Lake Campground, and Whitney Reservoir area (see HUPC LYNX 10/00). We appealed the decision for several reasons, the main one being that the EA offered a very poor analysis of the problem and no alternative solutions. Specifically, it did not include alternatives that could meet all or most of the needs established by the Forest Service, particularly a volunteer partnership with a snowmobiling organization without the quid pro quo of an outfitter helping to do Forest Service work in exchange for a formal outfitter/guide permit.
